In reply to your question, $25 a month to operate the seat sounds like an awful lot.  We have done tests in the past when comparing bidet seat power usage over the course of a month and found that under normal usage, the seats only consume about 16 KWH per month without using the energy saving feature.  This results in a roughly $2-$3 cost per month.

Try hooking up your bidet seat to a product like http://www.amazon.com/P3-International-P4400-Electricity-Monitor/dp/B00009MDBU to monitor the actual power consumption of the bidet seat and monitor it over the course of a month.

Also - the Blooming NB-R1060 does have a power saving feature that can be activated by pressing the &quot;Power Saving&quot; button located on the unit itself, not the remote.  If you close the seat and lid, the button is located on top, near the back right.

We noticed our electricity bill went up by $25 for the part of the month after it was installed.  And we actually tuned it off part of the time with the wall switch.  I do not know if frequent on/off switching would be bad for the electronics.
